FTF GPU: Improve the track seeding to run ttbar + PU(200) sample

• exclude the spacepoints from strips (the code will be further cleaned up)
• correctly pass eta value
• update (400 -> 150) and pass from the settings dR max
• include cut on curvature (kappa) in doublet counting and making
• increase the structures sizes:
  • maximum number of output seeds 100 000 ➡ 500 000
  • maximum number of middle spacepoints 100 000 ➡ 300 000
  • maximum number of doublets 10 000 000 ➡ 50 000 000
