As part of the ATLHI-502 investigations, @mdyndal noticed that the seed maker for the standalone pixel pass didn't disable the SCT seeds. This is fixed here, and equivalently for the standalone SCT pass.
Unfortunately this is still not enough to recover very low-pT pixel tracks.
