Add possibility to relax cell timing cut for 2nd phi neighbors and layer 3

Add possibility to relax timing cut in Topo clusters also for 2nd phi neighbors and direct layer 3 neighbors of high energy layer 2 cell. Make the energy ratio cuts configurable By default all these options are off, so no change to the results
