Update IDGlobal Monitoring axis ranges and several plots for HI config

This small MR updates a few axis ranges in PV errors and track multiplicity to align with the reduced pT thresholds and broader BS in the heavy ion configuration for IDGlobal DQ monitoring. The axis ranges in the "regular" pp config are thus limited in the web display framework to be functionally the same as they were before in the display. It also adds a few more missing 2D eta/phi plots to the HI config that are present in the standard config.
