Created config files for heavy ions

Created web display config files for heavy ion running for CaloTopoClusters and PFOs. These are copies of the standard collisions_run config files. However, they have been tested with a test display using a HIST file from a reprocessed 2022 HI run.

As this is needed for the upcoming HI run, I have tagged it for 23.0. Should also go into main.
