MuonConfig -- Introduce MdtCalibToolForRotCfg

Johannes Junggeburth requested to merge jojungge/athena:CleanUpMdtCalibCfg into main

That's a follow up from !64690 (merged). @tstreble suggested that we could simplify the configuration a bit. I hope that's going into the direction he had in mind.
