Allowing in full chain transform to disable AthenaMP for a specific substep by setting nprocs to 0
The FastChain workflow, which takes EVNT as input and produces AOD directly without any intermediate files and is planned to be launched in production, uses the older FATRAS, which currently does not support MT. Therefore, the entire chain runs in MP mode and switches to MT only in the trigger step (which can only run in MT). This change will make this switch automatically.
