Avoid enabling VertexTimeSmearing for non-collisions simulation jobs (ATLASSIM-6841)

LHCPeriod is currently not defined for TestBeam simulation jobs. It also probably does not make sense to enable VertexTimeSmearing for cosmics simulation jobs. Therefore checking for BeamType.Collisions in the autoconfiguration makes sense.
