Update topo egamma builder name

Lucy Lewitt requested to merge llewitt/athena:UpdateTopoEgammaBuilderName into main

When topoEgammaBuilder was renamed to xAODEgammaBuilder its python configuration file was not updated. This branch simply attempts to rectify this, improving overall readability.
