HLT jet monitoring update to use monGroups

Ines Ochoa requested to merge miochoa/athena:main-miochoa-monGroupsv2 into main

As discussed in ATR-27332, trigger jet monitoring wasn't taking advantage of monGroups yet. This is fixed by this MR. The list of triggers defined in monGroups and hard-coded for monitoring wasn't the same, so a few updates are made to the chains being monitored as well (for pp only, HI was already up-to-date).
