Implentation of new lumiblock histograms in STG web display

Georgios Lamprinoudis requested to merge glamprin/athena:STG_config_4.10 into main

Minor changes in relation to !66163 (merged). Lumiblock histograms have been implemented. Also, a small change in the STGYMeanspersector algorithm to allow the user to change the ranges from the comfig file.
