Remove POOL fast merge capabilities and complexity

Peter Van Gemmeren requested to merge gemmeren/athena:AthenaIOAPR_SegmentClean into main

POOL fast-merge has not been used on any real ATLAS data (since it didn't quite work) and with Run3 indexing is no longer needed. Yet it is quite a bit of complexity in the code. Suggest removing things.
