Modifications required to work in Rel 23 and other changes intended to improve the work of the beamspot package

The previous version of the beamSpotExample package worked in Rel. 22. Here I apply the changes required to work in Rel. 23. I also apply other changes intended to improve the work of the package. In particular, I implemented the following changes:

• Several minor corrections in VertexTemplate.py and ReadInDetRecFragment.py to make the code working in Rel 23
• Add the possibility to change InitParMaxSigmaX and InitParMaxSigmaY from the job options
• The new access to COOL DB (through flask system)
• Add the option of additional parameters to beamspot monitor tasks
• Add additional variables stored in the n-tuple for the special luminosity studies
• Add a new program bsPlotVsRun.py which produces the plots of the change of beamspot parameters versus runs and fills
• fixes of minor bugs of the previous versions
