Move GPU tests from TriggerTest to TrigGpuTest (ATLINFR-5038)

Move GPU tests out of TriggerTest so they're not constrained to run on FZK/BNL (https://gitlab.cern.ch/art/art-submit/-/blob/3d042bf61594658951ade91401432c170d23ac89/art-configuration.yml#L516).

Also tagging @okumura and @stelzer , as this may need to be propagated to the ART monitor.
