Migrate MinBias to CA part1

Tomasz Bold requested to merge tbold/athena:min-bias-migration-to-ca into main

This MR is setting up MinBias triggers in CA

As a side it fixes: ATR-28177

It probably supersedes: !66018 (closed) Tagging @campanel @mark (I think we have JIRA for this migration but can't find it), @jmasik - to check the use of ID config
