ZDC: change RPD centroid enums from private to public

Mason Ray Housenga requested to merge mhouseng/athena:23.0-centroid-public-enum into 23.0

Change RPD centroid status bit enums to public so that they can be used be, e.g., ZdcMonitoring. Also corrects some stray tabs.
