EnhancedBiasWeighter: 2023 processing improvements

Needed fixes discovered when processing the enhanced bias weights for ATR-28354

  • Add an option to pass the physics deadtime item
  • Add an option to skip reading the HLT seeds from JO for HLT seeded EB item
  • Fix indices when reading the HLT configuration (should be followed up with a solution that doesn't include hardcoding)
