Update default FCS param file

Christopher Young requested to merge cyoung/athena:main-FCS-JO into main

We want the default AF3 param file to be the Run 3 configuration rather than pointing at the one used to re-process the Run 2 data in MC20. We also update the TestRunner to use the default file. Finally we stop writing FastCaloSim metadata when FastCaloSim doesn't run - this changes the FullSim output.
