Derivation fix to mitigate impact of timing cut on egamma energy applied at reconstruction level
A tool is created to do the fix described in !64467 (merged). This tool is used in the derivation fix, but can also be used in the egammaSuperClusterBuilding algorithm, to have it at reconstruction level. This possibility is off by default, and will only be switched on if a proper fix at topocluster building cannot be designed, and the 2024 reprocessing will reprocess both 2022 and 2023 data.
