TileMonitoring: Migrate Tile TB Beam monitoring tool for Run3

New TileTBBeamMonitorAlgorithm has been added to monitor Tile TB Beam elements for run 3.

Functionality has been copied from TileTBBeamMonTool.

Configuration of Tile TB Beam elements monitoring algorithm has been added for run 3 (CA-based).

Hi @harkusha. Because this is for monitoring, should this target 23.0?

Hi @jbeacham, It's monitoring for Tile TestBeam data. We are going to use this new monitoring in the next year with release 24.0 So, I don't think that it makes sense to put it in 23.0 release. Cheers, Siarhei
