ATR-25589: PhysicsP1_pp_run3 HLT menu in CI and other adjustments

In ATR-25589, we had identified the desire to test the PhysicsP1 menu generation in CI, rather than needing to wait for ART. This adds the proposed PhysicsP1_pp_run3_v1_HLTReprocessing_prescale test. In addition, the following changes are made:

• Move Dev_pp_run4 to just run the test that all HLT chains have a L1 trigger
  • @mswiatlo, @kleney when this menu is more developed and running Phase-2 algs, we should reinstate it with more substantial testing
• Switched Dev_pp_run3 to BulkMCProd_prescale, which checks that this PS set runs and probably saves a tiny bit of configuration time.
