start reading jFEX database values from September 2023

The jFEX noise cut database was fixed in September 2023 so we use it from then to improve data-resimulation matching when tuning noise cuts in HI running. This targets 23.0 - still a chance to make it to tier-0 monitoring before the 2023 data taking finishes.
