Add a validation package for the Phase-2 muon fast MDT digitisation

Add a validation package to dump a small NTuple for testing and further developing the temporary fast MDT digitisation used to support the Phase-2 muon reconstruction development. Potential to future extension when we add fast digi for the other systems. Does not affect Run-2/3 in any way. CC @jojungge
