Migrate TimeBurner, MistimeMon to CA (ATR-28359)

Migrate TimeBurner and MistimeMon to CA. While testing with a minimal menu I noticed that we aren't adding an AtlasFieldCacheCondAlg to TrigOpMonitor - usually someone else is providing this.

Did not change L1TopoMonitor: turned out more involved than I expected.
