Skip photon isolation SF with NonIso

Running the photon analysis configuration with no isolation triggers errors when computing the isolation scale factor since the PhotonIsolationSelectionAlg is not run in that case. The computation of the scale factor is disabled consistently.

This seems fine and makes sense. I guess not too many people have tried non-isolated photons.
