ISF_Validation(MT) ART jobs

Now that only bugfixes are going into the 23.0 branch, this merge request switches off ART jobs not related to validated production configurations for this branch. It also updates the command-line syntax for AF3 and FullSim jobs to match the production configuration. NB This MR does not update the default FCS Param file (see !66416 (merged) for main). I will do this in a separate MR to avoid changing multiple things at once.

Hi @jchapman, this MR generated a few conflicts when I attempted to make a daily sweep MR. The reason for these conflicts is that this MR deletes several scripts that have recently been touched in the main.

Hi @tsulaia, Sorry, please just ignore this one for the purposes of sweeping. I will sort out the sweep to main manually. (I've aready done most of it in !66345 (merged).) We are in the process of removing the ATLFASTII (FastCaloSim V1) code from the main branch.
