TrigP1Test: migrate preload tests to CA

Migrate the athenaHLT preload tests (to emulate running from preloaded data at P1) to ComponentAccumulator. Affects the following two ART tests:

• test_trigP1_v1PhysP1_noL1Sim_preload_build.py
• test_trigP1_v1Dev_noL1Sim_preload_build.py

While the CA migration of the trigger menu is still ongoing, we don't need the legacy version of these tests anymore in main so they are simply replaced rather than duplicated.

Relates to ATR-27049.
