PerfMonComps+PerfMonVTune+Valkyrie: Split the PerfMon ProfiledAlgs flag into VTune and Valgrind

This MR splits the PerfMon.ProfiledAlgs into VTune and Valgrind (basically for Callgrind) to remove the ambiguity. This should go in before !66588 (merged). Let me ping @christos and @wlampl.
