Update all Projects to atlasexternals 2.1.2 (https://gitlab.cern.ch/atlas/atlasexternals/-/tags/2.1.2):

Enable C++20 also for >= clang16

Relates to ATLINFR-5113 - using a full-build label as a sanity check.
