Update RAW->DAOD TLA: ATR-28524

This MR addresses the issue discussed in ATR-28524, missing metadata in DAOD_TLA derivations. It adds the step to explicitly write metadata in the DAOD, as done e.g. in MR!66121 (merged).

Additionally, it removes the Trigger.DecodeHLT=False to decode HLT decision by default, and sets up GeoModel.AtlasVersion = defaultGeometryTags.RUN3 to default when information is missing in input RAW file.
