Projects: Update to externals version 2.1.4

Updated all projects to atlasexternals-2.1.4. It has a single update since atlasexternals-2.1.3 (atlasexternals@2.1.3...2.1.4):

• Add missing TBB components for Gaudi with TBB 2021.10.0. Another fix for ATLINFR-5140.

Let's do a full-build with all unit-tests to make sure all works as expected.
