Add newJO dumpConfig test

As spotted by @sshaw we used different prescales and NSW coincidence settings in the for the trigger reprocessing ATR-28462 compared to our regular settings. Adding a newJO dumpConfig test (test_trigP1_v1Dev_newJO_dumpConfig_build.py) to copy the legacy test (test_trigP1_v1Dev_dumpConfig_build.py) for the next CA trigger reprocessing
