IOVDbSvc: several fixes for reading condition data from CREST

  1. Json2Cool: Fix for the error: "type must be string, but is number" (implemented by @aleksand)
  2. IOVDbSvc: added support for reading DCS data with CREST (implemented by @aleksand)
  3. IOVDbFolder: Introduced a patch for reading data from CREST when for some folder no IOVs get retrieved from the database
