Add algorithm to associated xAOD Measurements to Truth Particles

Add algorithm to associate xAOD UncalibratedMeasurements to TruthParticles. This algorithm replicates the functionality of PRD_MultiTruthMaker which associates PrepRawData to GenParticles, but is tailored for the EDM used for the Acts track reconstruction chain. The algorithm currently only supports Pixel and Strips but might be extendible to also support measurements of the Muon spectrometer.
