Add DRAW selection for L1Calo jet performance studies (DATREP-309)

For the commissioning of the phase-1 trigger system, a new DRAW selection is based on jets is created. This was discussed in the reconstruction meeting https://indico.cern.ch/event/1339843/

These changes implement the L1JET selection:
new L1JET flags/selection in python
requires jet trigger or high energy forward offline jet

Hi @cdelitzs, you mentioned that the names of the selection and the resulting DAOD files should be discussed before undrafting the MR. The current suggestion as implemented here is DRAW_L1JET and DAOD_L1CALO1JET. Is this ok? If not, could you point me at some documentation of the naming scheme?

Dear reviewers, I realized this MR should (also) be targeting 23.0. I switched it but there being 200+ changes suggested that was probably the wrong thing to do. Looking at the tutorial, it seems like I should add a tag like alsoTargeting:23.0 so it gets cherrypicked, but this does not seem to exist. Could you tell me what the right thing to do is here?
