New InDetTrackPerfMon package: First MR with basic code structure

Creating a new package InDetTrackPerfMon (or IDTPM) to be used to estimate and monitor the tracking performance for both InnerDetector (ITk) offline and trigger tracking. More information regarding the R&D of this package can be found in https://its.cern.ch/jira/browse/EFTRACK-237. In this MR, only the basic "skeleton" of the package is included. The rest of the currently implemented-functionality will be progressively included in future MRs.
