PROCTools: Fix update ci script

Add ability to handle "frozen derivation policy" changes, and also adapt script to handle changed output from Checks.py introduced in !66879 (merged)

Unrelated (and very weird) failure:

malloc(): unaligned tcache chunk detected

This happened on aibuild64-016. No clue what's going on here.
