Update in jFEXCondAlgo to read the correct parameters from COOL after change of json structure for jFEX noise cuts

After an update in the json structure for the jFexNoiseCuts.coolinit, the L1Calo offline Simulation for jFEX needed a little update, to read the correct registers for noise cuts or pile-up parameters for jets and MET. The implementation now checks which running mode is enabled and reads the corresponding registers.
