Added skeleton for FTAG ART tests with dcube plot monitoring

Introducing first skeleton for FTAG ART tests running AOD -> DAOD_PHYSVAL -> NTUP_PHYSVAL + dcube plot monitoring, following example of existing https://gitlab.cern.ch/atlas/athena/-/tree/main/Tools/CampaignsARTTests as suggested in https://indico.cern.ch/event/1285360/contributions/5401207/attachments/2658653/4604986/CampaignARTTests_UpgradePlenary_final.pdf

This is a first basis, to be refined subsequently by FTAG experts with list of dcube plots to be tailored according to the needs.
