First attempt of the migration to CA (ATLASRECTS-7845)

This is the first attempt to the CA of the IDTRKVALID.

Basically, IDTRKVALID.py is copied from IDTIDE.py, then drop the skimming option.

So, this is now very basic structure.

One can add any properties later.
