First attempt of the migration to CA (ATLASRECTS-7845)

Soshi Tsuno requested to merge stsuno/athena:atlasrects-7845 into main

This is the first attempt to the CA of the IDTRKVALID.

Basically, IDTRKVALID.py is copied from IDTIDE.py, then drop the skimming option.

So, this is now very basic structure.

One can add any properties later.
