Restructure of Pixel Digitization tools to allow use of new data structure (not yet introduced) in ITk RD53 digitization in place of PixelModuleData. This MR decouples the RD53 case from the other cases and moves functions from the FrontEndSimTool baseclass to be 'free' so they can be tested more easily.
