TrfTestsARTPlots: set USER variable

This is a follow-up to MR !67804 (merged)

In PanDA jobs the USER environment variable is not set inside the container. So this MR sets the USER environment variable to work around the environ['USER'] call in Tools/WorkflowTestRunner/python/ScriptUtils.py
