Adapting IDTRKVALID CA config for ITk (ATLIDTRKCP-515)

Follow up to !67683 (merged)

Follows similar philosophy as for IDTIDE config in !67446 (merged)

Also introduces ITkEventInfoPixelModuleStatusMonitoring config
