Set scheduler defaults to match runHLT in PSC
In runHLT_standalone.py and runHLT.py we set verbose scheduler defaults. However, the defaults are now less verbose in TrigPSC. I think when we were running with jobOptions online we were using the verbose scheduler options, so it should be save to enable again online.

@smh, have you tested this with all of our ART tests that run something else than runHLT_standalone? Some of them may not like these stricter defaults.
