Modified cTAU isolation formula in the L1Topo simulation

This MR modifies the cTAU isolation formula in the cTauMultiplicity L1Topo algorithm, according to what's described in ATR-28641. The current parameter configuration reduces the updated formula to the previous isolation formula, so no differences in the performance are expected at the moment.
