added back in call to CloseBy correction which was accidentally removed in MR 67455

This is a simple fix to add back in the call to the CloseBy correction into Phys.py. This was accidentally removed by MR !67455. This is discussed in ATLASG-2654. It would be good to get this 'back in' for the Phys/PhysLite production proposed in ATLASDPD-2017 end of this week.
