Add simple code to convert between xAOD and Acts ParticleHypothesis standards

This is prep for recording of the last piece of into that we would need to store in Acts collections backend in xAOD, that is ParticleHypotehsis. The two systems use different type to store this info and thus the conversion is needed.

I see an issue wiht PixelID retrieveal. Is this this seen elsewhewre?
