CPAlgorithms: improve the IFFLeptonDecorationBlock

Improve the behaviour of the IFFLeptonDecorationBlock by adding a necessary check for the dataType, as well as exposing the relevant properties (with reasonable defaults).

It would be great if this could go in the next release before the break!
