LAr monitoring fixes

Pavol Strizenec requested to merge AtlasLArCalibration/athena:AP_fixes_el9 into main

This should fix the coherent noise monitoring for LAr, introduce the steering program to run coherent noise monitoring standalone for calibration data, as well as fix the handling of ConfigFlags in monitoring. Should not influence any standard workflow.
